This Federation was founded by Sensei Eugene "Mr.Pete" Rouse 8th Degree Black Belt, one of the original founders of the United States Shotoshinkai Karate Association founded in 1994 along with Shihan Bud Morgan. The Shoto Shin Kai Karate System has continued to evolve into a truly unique Self Defense System.
The primary mission of the ISSKF is to research, study, and share our findings within the parameters of all martial arts. "It is a very good thing to know your art's beginnings, even better to be instrumental in where it is going".
It is our desire to Maintain the Warriors Way; As it applies to Martial Arts Self-Defense.
We are not historians at heart, though we study earnestly. We are an organization that seeks the truth and origin of all martial arts. We expect to learn from you, and share with you, anything we can in the way of Karate-do and Karate-Jutsu. All members are to be respected and respectful to all who share their martial arts beliefs and opinions.

Shoto Shinkai Karate is not only a style, but a system or a methodology. It is not meant as a demonstration sport. It is not meant as a hobby or a physical exercising occasional pastime. The name Shoto Shinkai represents a following of karate-ka that shares in like-minded philosophies in regards to the understanding of the beginnings of Seito (true) Karate and it's purpose.
Results from this method of study, is a discipline that is devoted to the study of Original Karate and other arts of self defense. It requires a lifelong quest for the perfection and the efficiency of the mind, body and spirit as it applies to real Self- Defense.
I will always remember a quote given to me from The Late Great Legendary Soke of The Sanuces Ryu Jujitsu System, Grand Master Moses Powell. He said to me(Sensei Rouse) during a training session at a Urban Warriors Seminar:
"Karate Man, something on the combatant must be Ripped, Punctured, Dislocated, Fractured or Broken before that person hit the ground. OSSU !!!"
Being like-minded in the art, it's not my desire to engage into battle, but in preparation for battle, I will always train with deadly seriousness, just as Grand Master Moses Powell advised me. It is the Warriors Way.
The term Shoto Shin Kai is defined as:
SHOTO - An acknowledgement and respect to our roots, to Master Gichin Funakoshi for whom Shotokan Karate - Do was named.
SHIN KAI - A spirited group or organization that shares in their search and beliefs in OKUDEN (Hidden Teachings) of martial arts; as it applies to an art of self defense.
OUR DOCTRINES: Development and the maintaining of Warrior’s Mindset.
A. Core style: Shotokan – with a mild blending of Atemi Ryu Jujitsu techniques, in addition to that a superb selection of Pressure Point Control Defense Techniques presently used by select systems / disciplines of karate-ka as well as Tactical Law Enforcement Units and most Special Military communities.
B. The practical applications for the specific selection of Pressure Point Techniques used are:
1. Touch Pressure
2. Quick Penetration
3. Striking: areas of the body that cause temporary paralysis, severe pain or death.
This system of karate was designed and developed to help one to control a subject, and assist in creating an avenue for escape during an attack; more importantly to reduce or eliminate the chances of becoming a victim. Shoto Shinkai is truly an Art of Self Defense.
This organization is groverned transparently without the political elements and issues of so many other organizations.
